Shadow Mewtwo is in Pokemon GO Raids from 10 AM local time on May 27 to 8 PM local time on May 28, 2023. This is part of the Rising Shadows event.

This is the first time Shadow Mewtwo has ever been available from Raids in Pokemon GO, so we expect it will be a very long time before it returns as a Raid boss.
