Poliwhirl is the 4-Star Pokemon GO Raid boss on the July 2023 Poliwag Community Day, and beating it could be a challenge.

Following Poliwag Community Day, Poliwhirl will likely not return as a Tier 4 boss. However, you can often battle its evolution, Poliwrath, in Tier 3 Raids.
