The World Cup ICONs will highlight specific players who have created iconic moments on the world stage for their international sides.
We have already seen two World Cup ICONs released, but more have now been released into packs!

Is Every ICON Getting a World Cup ICON Item?
Not every Icon appears to be getting a World Cup ICON item. It is likely ICONs not selected as part of the World Cup campaign will receive another “Campaign ICON” card at another point in the FIFA 23 game cycle.
In their Pitch Notes about FUT’s launch this is what EA Sports FIFA said:
In addition to three new ICONs, we’ll also be debuting a brand new type of ICON called Campaign ICONs, which will replace ICON Moments in FUT 23. We look forward to introducing FIFA World Cup™ ICONs, our very first Campaign ICONs as part of our FIFA World Cup™ plans.

These cards seem to only be the “first” set of Campaign ICONs. So expect more new ICON types to come in FIFA 23!
